The OMFS Specialist List in Spain is held by the Ministry of Health (Ministerio de Sanidad. https://www.sanidad.gob.es)
The medical qualification and also your specialist registration need to be recognized officially by the National Council of Specialties of the Ministry of Health (Consejo Nacional de Especialidades del Ministerio de Sanidad). The National Commission for the specialty (Comisión Nacional de COMF), made up of nine specialists and two OMFS residents, acts as an advisory body to the ministry associated with the national council. Spain is a single degree (medical) OMFS nation.

Background
Officially entry as an OMFS requires training completed and the possession of medical degree and the Certificate of Completion of Training from your institution.
To be registrable means that the qualifications can be fully recognized and registered by the Ministry of Health. Currently, medical degrees from all EU nations are registrable and those from non-EU nations need to be evaluated by the ministerial bodies.
Specialists from an EU country with single or double accreditation (see PQD 2005/36) will receive recognition of their professional qualification upon application. All specialists from non-EU countries require a case-by-case examination in which both the medical and the specialist diplomas are examined and checked for equivalence by the Ministry of Health.
Step by Step Guide for OMFS specialists working in Spain
1) When your Certificate of Completion of Training is from an EU nation with single or dual degree OMFS.
You should apply directly to the National Council of Specialties of the Ministry of Health (Consejo Nacional de Especialidades del Ministerio de Sanidad) The process should be relatively straight-forward, but additional evidence about your formation may be requested.
2) When your Certificate of Completion of Training is NOT from an EU nation with single or dual degree OMFS.
You should apply to the National Council of Specialties of the Ministry of Health (Consejo Nacional de Especialidades del Ministerio de Sanidad) where it will be evaluated .
In both cases, the National Comission for the Speciality (Comisión Nacional de COMF) acts as advisory body.
